Observe

Stage 1 of 7

Observe

Establish a shared view of current reality before choosing a solution.

Stage 2 of 7

Understand

Convert observations into a coherent explanation of the real constraint or opportunity.

Explore causes, relationships, incentives and system boundaries before deciding what should change.

Key questions

  • Which patterns explain the observed situation?
  • What is a cause, a symptom or a consequence?
  • Where could a small change create disproportionate value?

Expected outputs

  • Problem or opportunity framing
  • Causal hypotheses
  • Prioritized uncertainties to test

  • Competing explanations have been considered.
  • The framing is specific enough to guide a decision.

Stage 3 of 7

Align

Create explicit agreement on outcome, priorities, ownership and decision rules.

Make trade-offs visible and establish the shared conditions required for coordinated action.

Key questions

  • Which outcome matters most in this loop?
  • Who owns the decision and the result?
  • Which trade-offs, constraints and non-goals are accepted?

Expected outputs

  • Agreed outcome and success criteria
  • Decision rights and ownership
  • Priorities, constraints and non-goals

Evidence to look for

  • Participants can state the same outcome in practical terms.
  • Ownership and escalation paths are unambiguous.

Stage 4 of 7

Design

Define the smallest coherent intervention capable of producing useful evidence.

Translate the aligned outcome into an executable approach, acceptance evidence and safe learning plan.

Key questions

  • What intervention directly addresses the agreed constraint?
  • What evidence will show whether it worked?
  • How can risk, effort and learning time be reduced?

Expected outputs

  • Intervention or experiment design
  • Acceptance and measurement plan
  • Risks, dependencies and fallback

Evidence to look for

  • The design traces to the agreed outcome.
  • Success and failure can be observed without reinterpretation.

Stage 5 of 7

Act

Execute the intervention with discipline while preserving the intended learning.

Coordinate work, manage deviations and retain evidence about what was actually implemented.

Key questions

  • What must happen now, by whom and in what order?
  • Which deviations require a decision?
  • How will implementation evidence be retained?

Expected outputs

  • Executed intervention
  • Decision and deviation record
  • Implementation evidence

Evidence to look for

  • Work completed matches the approved design or records deviations.
  • The implementation state is sufficiently clear for measurement.

Stage 6 of 7

Measure

Compare observed outcomes with the intended result and accepted evidence criteria.

Assess effect, quality, unintended consequences and confidence without selecting only favorable signals.

Key questions

  • What changed relative to the baseline?
  • Which result is attributable to the intervention?
  • What unintended effects or evidence limitations remain?

Expected outputs

  • Outcome comparison
  • Evidence and confidence assessment
  • Observed side effects and limitations

  • Measures correspond to the agreed success criteria.
  • Limitations and contrary evidence are visible.

Stage 7 of 7

Learn

Turn measured evidence into an explicit decision for the next loop.

Retain what is reusable, revise what is disproven and decide whether to scale, adapt, stop or investigate.

Key questions

  • What did the evidence confirm or disprove?
  • What should be retained, changed, stopped or scaled?
  • Which new observation should start the next loop?

Expected outputs

  • Learning and decision record
  • Updated practice or framework
  • Next-loop observation and owner

Evidence to look for

  • Learning changes a decision, practice or assumption.
  • The next loop begins from explicit evidence rather than memory.
